At some point, occupation becomes conquest and incorporation.

Alsace is not German territory currently occupied by France. It's French now, because France won WW1, and France's allies won WW2.

Kaliningrad is not Koenigsberg and is not occupied territory. The people who used to live in the city were driven out by the victorious Soviet army. A new people were moved in to take their place, and the city and its surroundings incorporated into the Soviet Union, and then, Russia.

Tibet is not an independent nation that, for the time being, is occupied by China. Tibet is part of the People's Republic of China, by right of conquest. The People's Liberation Army marched in and took control, and that was that. Since then, China has moved to relocate a population of Han Chinese to Tibet, but the project has had limited success. It seems that there are biological limits to the tolerance of the average Han Chinese for altitude, limits that do not apply to most Tibetans. So Tibetans keep their land, demographically. The Han cannot live comfortably on most of it.

And while we're at it, New York City is not occupied territory, the rightful property of the Manhattan tribe. That's all history. By war, by fraud, by purchase, etc., the Dutch took it from the Indians, the English took it from the Dutch, and now it's home to millions of people, most of them not members of the Manhattan tribe. They all have valid title to their land. It's not "occupied".

And the "West Bank" is not "occupied".

The Allies won in WW1 and the title and deed was taken from the Ottoman Empire and returned to the Jews by the same people who (at the same time) gave land to create Lebanon, Syria, Iraq and Jordan. The Arabs in the area were consulted and the largest part of the land was given to them.

No one thinks of Lebanon, Syria, Iraq and Jordan as occupied.

"From the River to the Sea" was returned to the Jews and their historical connection to that land was acknowledged.

Ratified by the Allied Powers at the San Remo conference and passed by a majority of countries in the League of Nations, adopted by the US through the Anglo-American Convention, accepted in full by the United Nations when it was created.

They all have valid title to their land. It's not "occupied".
